Taiwan Issue


Taiwan issue is the most sensitive issue between China and US, and the U.S.-Taiwan defense relationship is probably the most controversial aspect of the relationship between US and China (PRC). On defense issues, President Bush's policy has clearly moved from one of "strategic ambiguity" to one of greater "strategic clarity." The views of the Bush Administration regarding the U.S.-Taiwan-PRC trilateral relationship are consistent with longstanding U.S. policy on one hand, and in some aspects they are new. First, the Bush Administration still supports a "One China" policy in the context of the three Sino-U.S. joint communiqués; meanwhile, adherence to the 1979 Taiwan Relations Act (TRA, Public Law 96-8) is fundamental to Bush Administration policy. However, many in the Administration believe that fulfilling President Reagan's 1982 "Six Assurances" to Taiwan is an important element of U.S. policy. This is perhaps the largest change from the policy of the previous Administration.

An relatively updated review of current status of US-China-Taiwan issue was summarized in a Heritage Lecture by Peter Brooks (U.S.-Taiwan Defense Relations in the Bush Administration. The Taiwan Issue in the Context of New Sino-U.S. Strategic Cooperation(published in 2003.12.02 by Brookings Institute) is another review article writen by a visitor Chinese scholar (Yuan Peng). Therefore, this article better reflect views of chinese people on the Taiwan issue.
